min, desired, max entitlement/VP for VIO 1 Year, 2 Months ago

Has anybody experienced that a VIO server needs a certain amount of entitled CPU?
We configure all our VIO server with 0.1, 0.2, 1.0 entitlement and 1.0, 1.0, 2.0 VP (each min, desired, max).
We are using IBM NICs for our SEAs.
Most VIO have 3-4 SEAs configured each using a 1Gbit NIC port.
On two managed systems we are seeing severe FLOW-Control (XON/XOFF) on our VIO servers.
Our attempts to see which MAC is causing those FLOW-Control have been unsuccessfull.
IBM Support suggests to give the VIOs more CPU entitlement.
But for now I don't see the benefit in doing so.
Monitoring (lpar2rrdmon) shows the VIOs are doing some work, but rarely take more than 0.2 CPU.
The processore pool should have enough capacity to even fullfill an entitlement for a complete CPU.
Any experience, tip and solution is appreciated.
Kind regards from Cologne
