The  new level extends the size of the VIO server because it seems to include almost any AIX fileset based on TL 07.
In addition, several components for the support of Tivoli were added to the package. The recommended way to update is to use the updateios command along with the option -install which will install all packages, including all language filesets.
In addition, openSSL is contained in installp package format. It is recommended to directly go to IOS Level 1.5.1.1 which is FP 10.1 + Interim Fix for Partition Live Mobility.
